For any government, a national budget is one of the most crucial instruments of economic policy for managing the macroeconomy and allocating resources. However, for the national budget to be more effective, efficient and more importantly responsive to the needs of the citizens; most experts and stakeholders advocate for a participatory and inclusive national budget making process. This policy brief, therefore, discusses citizen and Non-State Actors’ (NSAs) participation in the national planning and budgeting process in Zambia by looking at the gaps in National Planning and Budgeting Act (NPBA) 2020 as well as reviewing the level of inclusivity of the planning and budgeting process in Zambia. The policy brief also highlights some of the opportunities and spaces for citizens, CSOs and other NSAs participation in the national budget making process.
